Yes.
Re-chargeable battery will self-discharge if left unattended. To maintain the
battery life you must charge it every now and then (weekly) when you are not
using the bicycle for a while. Rechargeable batteries will
stop accepting any charging once the internal circuit board are damaged.
Sometimes that will happen if the battery was not used or
charged after a long period of time. So, it is advisable to
put the battery on charge even if the bicycle is not being used for a couple
of weeks and longer.

Very
much on par actually. There are more expensive electric bicycles out
there but do not be believe that those are the only bikes to consider.
As with most
products there are choices between economical and expensive, and a choice
between lots of features and the basic essential features. One often
finds that established companies with
major overheads have you pay for their name in stead of just the
product. On the other hand one has the smaller companies who have the
means to offer equally good products at much more economical prices. Ecycles
is one of the smaller companies who work in a manner that keep the cost
of these bicycles lower for you.
By
the way less expensive do not automatically mean "cheap".
